Fix manual replication trigger and tenant quota mgtm​

Description​

With the latest release a bug was introduced that broke the manual trigger for the replication of tenants in the Admin Area. It was also not possible to manage quotas for tenants in the Admin Area. This has been fixed now.

Fixes error messages when accessing non-replicated project​

Description​

Improves the error messages when trying to access meshProjects that have not yet fully replicated into the cloud tenant and thus can not be accessed.
