Building Blocks Reliably Reflect Concurrent Updates​

Description​

Building blocks now reliably pick up updates that happen at the same time - for example a run finishing while the building block is being changed by another process. Previously such concurrent updates could occasionally be lost, leaving a building block showing an outdated run status or a tenant taking longer than expected to finish provisioning.
