Updated Terraform Binary Verification Key in Building Block Runner​

Description​

We updated the HashiCorp public signing key used by the Terraform building block runner when downloading Terraform binaries.

This mitigates an upstream key-rotation/expiry change in HashiCorp release signing that could otherwise cause Terraform binary verification failures.

With this update, Terraform binary installation continues to work for both older supported Terraform releases (for example 1.4.x/1.5.x) and current releases signed by the same HashiCorp key family.
